You have to send an application to the national association of the country which you live in to apply to be a certified agent. If the application is accepted the association will call you in for a written examination. If the applicant scores the minimum required the association will request that you get a professional liability insurance with an insurance company in that country. Then the agent has to sign a Pledge of the Code of Professional Conduct. After that the association will issue certification.
